1. Foundational Principles for Building the New Syrian State
This document is the Party’s main political and intellectual reference. It outlines the foundations that we believe lead to a united civil and democratic Syria that respects human dignity and protects the diversity of its society.
Key sections include:
- National unity in land and people: the Syrian national identity as the umbrella that brings Syrians together beyond narrow affiliations
- Human rights and public freedoms: safeguarding freedom of thought, expression, and assembly, and ensuring full gender equality
- Democratic political secularism: separating religion from the state while protecting religions from political exploitation
- Separation of powers and judicial independence: ensuring justice, accountability, and preventing authoritarianism
- Education and social justice: empowering Syrians through knowledge, work, and combating poverty and corruption

2. Internal Bylaw
The internal bylaw is the organizational foundation that guarantees transparency and defines the administrative structure and mechanisms of work. It represents our commitment to democratic institutional practice and reflects the model we hope to see in Syria’s future political life.
Highlights of the bylaw include:
- Core principles: democratic political secularism, democracy, human rights, civic nationalism, justice rather than revenge
- Objectives: achieving peaceful political change, building a new social contract, advancing sustainable development, and strengthening civil society
- Membership requirements: commitment to the Party’s principles, rejection of extremism and violence, and adherence to the law
- Organizational structure: General Assembly, Executive Office, and specialized departments including Media, External Relations, Membership, and Finance
- Financial resources: membership fees, lawful donations, and revenue from activities
- Transparency and fairness: all procedures are documented and all decisions are subject to accountability

3. Code of Conduct
The Code of Conduct forms the ethical framework that governs relations between Party members and ensures their commitment to the Party’s principles in daily practice. It is an internal charter that reflects a culture of responsibility and citizenship inside and outside the Party.
The main elements include:
- Loyalty to Syria first: placing the interests of the Syrian people and homeland above any other affiliation
- Transparency and accountability: adhering to clear work standards and responsible behavior in all activities
- Mutual respect: preventing any form of discrimination or misconduct among members
- Rejection of violence: relying on peaceful methods in political and social engagement
- Honorable representation: upholding the Party’s values in all public events
- Disciplinary mechanisms: a specialized committee that oversees adherence to the Code and investigates violations
